Koreans Poor in TOEFL Speaking

Koreans invest an enormous amount of time and money to learn English, but all seems to be in vain when it comes to speaking.  They have posted higher scores in the Test of English as a Foreign Language (TOEFL) over the last four years, but those for the speaking section continue to remain poor.

Koreans ranked 71st out of 157 countries, with an average of 81 points on the Internet-based Test (iBT) in 2009, up from 72 points in 2006, 77 in 2007 and 78 in 2008, the Lee Ik-hoon Language Institute said, citing the 2009 grade report from the Educational Testing Service (ETS), the operator of the test.
